New to projectors, please bare with me, and any help is gratley appriciated. I have a Optima movie time dv10 with a broken lamp. I checked the terminals with an ohm meter, and it reads as an open line. I am assuming this means the lamp is no good. However, there is no power getting to the projector at all. I was wondering if the bulb may act as some type of fuse for the whole system? I got the unit for very cheap form somebody who did not want to deal with its issues. I dont have too much to invest in it, so any insight on weather a new bulb could be the power issue as well would be of great value to me. thansk for any help.

Negative. First, you cannot meter the lamp, it has no filament to measure. So you cannot make that assumption. The ONLY way to test a lamp is to install it in a projector. And the lamp does NOT act as a fuse for anything. The projector, if functioning normally, will come on in Standby mode and will attempt to power up when turned on, but if the lamp is bad, it will shut back down in a matter of less than a minute. But there will be signs of life, no matter what the condition of the lamp is.

Now, if the projector has absolutely ZERO signs of life, no status LEDs, then most likely, you have a power supply issue. A replacement power supply for that unit is about $180. And while that is my opinion, that is not a guarantee. If you replace it, you do so at your own risk, those assemblies are not returnable.
